On October 28, 2026, the Social Security Institution (Sosyal Güvenlik Kurumu, SGK), through its General Directorate of Universal Health Insurance, published Announcement 2026/42 (Bedeli Ödenecek İlaçlar Listesinde Yapılan Düzenlemeler Hakkında Duyuru 2026/42) on changes to the reimbursable medicines list, Annex EK-4/A (Bedeli Ödenecek İlaçlar Listesi). The announcement, dated October 28, 2026, states that the amendments enter into force on October 30, 2026, under article 12 of the Social Security Institution Drug Reimbursement Regulation (Sosyal Güvenlik Kurumu İlaç Geri Ödeme Yönetmeliği), made under Law No. 5510 on Social Insurance and Universal Health Insurance.

Marketing authorisation holders of human medicines reimbursed on Turkey's EK-4/A list, importers of finished medicines placed on the Turkish social-security market, Turkish pharmaceutical wholesalers supplying SGK-reimbursed products, and community and hospital pharmacies that bill SGK for reimbursable medicines must update reimbursement status, band-account inclusion and SGK billing for the products added, amended, activated, passivated or moved in or out of the band account on EK-4/A by October 30, 2026, or from October 30, 2026 a medicine billed outside its updated EK-4/A status is not paid by SGK under the reimbursable list. The six annexes in the attached "12.Madde Yayım" spreadsheet cover 79 product lines: 4 additions, 17 amendments, 2 activations, 2 passivations, 27 inclusions in the band account (bant hesabı) and 27 removals from it.

What does Announcement 2026/42 change on the EK-4/A list?

Announcement 2026/42 publishes the article 12 list movements that take effect on October 30, 2026. The line-level detail sits in the attached Duyuru.pdf and the "12.Madde Yayım" spreadsheet.

EK-1 adds NOROMAT 100 MG film tablet (public code A20491), NOROMAT 25 MG film tablet, 60 tablets (A20492), OCATINRAL 1% cutaneous spray (A20493) and OCATINRAL 1% cream, 10 g (A20494), each with list-entry date October 30, 2026. EK-3 activates TOLEDAK 300 MG film-coated tablet, 14 units (A19619) and SALOZIN 4 G/60 ML rectal suspension (A19458). EK-4 passivates 5% dextrose 100 ML solution, set-free bottle (A09749) and FLAGYL injectable 0.5% IV 100 ML solution, set included (A03034).

The 17 EK-2 amendments are headed by the ATOMINEX capsule strengths (10 mg, 18 mg, 25 mg, 40 mg, 60 mg and 100 mg), each with a current barcode and a previous barcode. EK-5 brings 27 lines into the band account, including 3% sodium chloride 1000 ML (Poliflex, set included, A09927). EK-6 takes 27 lines out, including 20% dextrose 250 ML (Polifarma, set bag, A00045).

Who has to apply the EK-4/A update?

The exposed actors are the companies and pharmacies that bill, or whose products are billed, against EK-4/A on the Turkish social-security market, not every firm that holds a Turkish marketing authorisation.

That is the marketing authorisation holders of the medicines named in the six annexes, importers of those finished packs onto the Turkish social-security market, wholesalers that supply SGK-reimbursed stock, and community and hospital pharmacies that submit those packs to SGK. A licensed product that is not on these annexes and is not billed on EK-4/A is outside this update.

What must be updated before October 30, 2026?

Before October 30, 2026, billing and stock systems have to match the public code, barcode and band-account flag in the spreadsheet, not the previous EK-4/A row.

  • Load the six annexes from the "12.Madde Yayım" file published with Duyuru.pdf and match each public code (Kamu No) to the live master data.
  • Add NOROMAT and OCATINRAL (A20491 to A20494) as reimbursable from October 30, 2026, with the barcodes in EK-1.
  • Switch the 17 amended lines, including each ATOMINEX strength, from the previous barcode to the current barcode in EK-2.
  • Turn billing back on for TOLEDAK A19619 and SALOZIN A19458, and stop SGK billing for dextrose A09749 and FLAGYL injectable A03034.
  • Set the band-account flag on for the 27 EK-5 lines and off for the 27 EK-6 lines, and align the wholesaler discount band and the pharmacy discount rate (eczacı iskonto) recorded on each row.
  • Tell hospital and community pharmacy buyers, and the wholesale accounts that ship these packs, which barcodes will be paid from October 30, 2026.

What happens if billing stays on the old EK-4/A row?

From October 30, 2026, a medicine billed outside its updated EK-4/A status is not paid by SGK under the reimbursable list. A passivated line such as FLAGYL injectable A03034 or dextrose A09749 is no longer an active reimbursable presentation. An added or reactivated line billed on an old barcode, or a band-account line billed without the annex flag, falls outside the status the announcement puts in force. The PDF states no separate administrative fine. The effect it records is non-payment. Queries go to the Medicines Department ([email protected]), named on the PDF. Continuous per-jurisdiction monitoring surfaces this list movement on the day SGK publishes it, ahead of the October 30, 2026 billing cut-over.
