The EU Safety Gate published seven serious chemical-risk alerts on clothing, textile and fashion items between 25 September and 2 October 2026, with Shein, Zara and Primark among the brands named. The substances span four REACH and POPs-restricted groups: PFAS and PFOA in outer fabrics, DEHP phthalates in plasticised components, cadmium in plastics, and nickel release from a metal buckle. EU importers and distributors of clothing and textile products, the named brands, and online marketplaces listing third-party textile and fashion products into the EU must immediately check stock, online listings and incoming shipments against the seven alerted items, obtain supplier test reports for PFAS, DEHP, cadmium and nickel, and verify REACH Annex XVII and POPs Regulation conformity documentation, or face withdrawal from the market, recall from end users and the national penalties for REACH and POPs non-compliance in each Member State.
Four alerts were notified on 2 October 2026 and three on 25 September 2026. Ireland notified four of the seven, with Belgium, France and Sweden notifying one each. Four products originate in China, one in Vietnam, one in Portugal and one from an unknown source.

The pattern
The four PFAS alerts, on the Zara anorak, the Sastybale cloth napkin and the Shein and Maxijin cushion covers, report C9-C14 PFCA-related substances and PFOA compounds in outer fabrics; one measures total PFAS above 1000 µg/kg and C9-C14-PFCA at 260 µg/kg. The Primark wallet records DEHP at 7.55% by weight, and the unbranded plastic bag records cadmium at 0.018% and DEHP at 21% by weight. The Free monday sandals show nickel release of 0.22 µg/cm2/week from the buckle.
All seven alerts cite REACH Regulation (EC) No 1907/2006, and four also cite the POPs Regulation (EU) 2019/1021. Four of the seven products originate in China, with Vietnam and Portugal each appearing once. The common root cause is non-compliant chemical inputs in textile supply chains entering the EU through fast-fashion and budget retail channels, the supply-chain gap ECHA's universal PFAS-in-textiles restriction under REACH Annex XVII is designed to close.
Who is exposed
The exposed actors are EU importers and distributors of clothing and textile products, the named brands Shein, Zara, Primark, Sastybale, Maxijin and Free monday, and online marketplaces listing third-party textile and fashion products into the EU. Importers of China-origin textile goods carry the highest exposure, as four of the seven alerts target products from China, but the Vietnam-origin Zara anorak and the Portugal-origin Free monday sandals show the pattern reaches multiple sourcing routes.
