On February 9, 2026 the Ministry of Ecology and Environment of China issued Huan Daxi [2026] No. 8, the Notice on Further Strengthening the Management of Ozone-Depleting Substances and Hydrofluorocarbons, effective March 1, 2026, with the next-year production-quota filing on October 31, 2026. Chinese producers of listed ODS and HFCs for controlled uses (refrigerants, foam blowing agents, fire suppressants, solvents), producers of feedstock-use controlled substances that sell externally, and producers of by-product controlled substances, including CTC from methane-chloride plants and HFC-23, must file the 2027 production-quota application through the ODS Information Management System and hold a production quota permit for controlled-use production, including by-products, and for feedstock sold externally by October 31, 2026, or production or external sale without that permit is unlawful under the Regulation on the Administration of Ozone-Depleting Substances and Huan Daxi [2026] No. 8, and serious violations can be referred for criminal liability.

The filing is the 2027 quota for controlled uses, exempted-controlled uses and feedstock sold externally, including by-products. Draft 2027 quota plans noticed on August 24, 2026 keep October 31, 2026. No adopted postponement moves it. Huan Daxi [2026] No. 8 still requires the application by October 31 each year, including newly built feedstock units that sell externally.

What is due on October 31, 2026

On October 31, 2026 the producer must hold a production quota permit and have filed the next-year application through the ODS Information Management System (new-ods.ozone.org.cn). The permit covers controlled-substance production, including by-products, and feedstock sold outside the unit. Issued February 9, 2026, in force March 1, 2026, under State Council Decree No. 770.

Only this filing falls due on October 31, 2026. Sales filing, use quotas, maintenance and recovery filing, CTC auto-monitoring, HFC-23 destruction and quarterly reporting took effect on March 1, 2026. Jiangsu ecology authorities restate the same October 31 filing on that system.

Who is covered

Covered actors produce listed ODS and HFCs in China: controlled uses (refrigerants, foam blowing agents, fire suppressants, solvents), feedstock sold externally, and by-products, including CTC from methane-chloride plants and HFC-23.

Feedstock that is not sold externally is outside this limb. A newly built feedstock unit that sells externally is inside it. A first filing must include a business licence, an environmental impact assessment approval, an acceptance report and management-system documents.

What happens otherwise

Production, or external sale of feedstock, without the quota permit is unlawful under the Regulation on the Administration of Ozone-Depleting Substances and Huan Daxi [2026] No. 8. Enforcement is strict. Serious violations can be referred for criminal liability. The Ministry of Ecology and Environment and local ecology departments enforce the notice. It states no fixed fine for a missed October 31 filing. Continuous per-jurisdiction monitoring surfaces a quota circular the day the ministry publishes it.
