On November 4, 2026, the Pharmaceutical Benefits Advisory Committee (PBAC) published, on the Pharmaceutical Benefits Scheme (PBS) news site, the outcome statement of its August 31, 2026 stakeholder meeting on the rapid review of PBS medicines for relapsing-remitting multiple sclerosis (RRMS). The PBS notice points to the review page, which sets the remaining dates: a draft report to selected clinical and consumer groups and pharmaceutical sponsors by November 25, 2026, and a pre-PBAC response by December 2, 2026. Pharmaceutical sponsors of PBS-listed RRMS medicines in both efficacy tiers (higher-efficacy, including fingolimod, alemtuzumab, cladribine, natalizumab, ocrelizumab, ofatumumab, ozanimod, ublituximab and siponimod; lower-efficacy: dimethyl fumarate, diroximel fumarate, glatiramer acetate, interferon beta-1b, peginterferon beta-1a and teriflunomide) must file a pre-PBAC response by December 2, 2026, covering PBS restriction alignment, the clinical basis of the efficacy tier and switching evidence, after the Department sends the draft by November 25, 2026, or the PBAC considers that draft at its December 9, 2026 intracycle meeting without the response and can change PBS restrictions or therapeutic relativities that set price and subsidised access. Hospital infusion services and specialty pharmacies are exposed if those rules change; they are not the filing party.

In July 2026 the PBAC asked the Department to run the review under the Post-market Review Framework. Public consultation closed on October 1, 2026. The November 4 notice publishes the meeting outcome and does not itself amend a listing, a price or a restriction.

What did the November 4, 2026 outcome statement add?

It makes the August 31, 2026 outcome statement public and confirms the timetable on the rapid review page. The Department sends the draft by November 25, 2026, earlier if it can. Responses are due December 2, 2026. The PBAC considers the draft on December 9, 2026. Minutes go in confidence to the same groups on January 22, 2027. Intracycle outcomes are published on January 29, 2027, and the minutes for this item, with a summary of consultation submissions, on April 23, 2027. The page says these timeframes are indicative only.

Who is exposed to a change in PBS RRMS restrictions?

Every sponsor of a PBS-listed RRMS medicine is inside the review, plus the rituximab unrestricted-benefit listing, which the page includes because rituximab is sometimes used in RRMS even though the Therapeutic Goods Administration has not indicated it for RRMS. The higher-efficacy tier groups PBS medicines for relapsing-remitting multiple sclerosis that were listed on cost-minimisation, that is non-inferior comparative effectiveness and safety to each other. The Department's table places alemtuzumab, cladribine, fingolimod, natalizumab, ocrelizumab, ofatumumab, ozanimod, ublituximab and siponimod in that tier (siponimod's listing also covers secondary progressive multiple sclerosis) and dimethyl fumarate, diroximel fumarate, glatiramer acetate, interferon beta-1b, peginterferon beta-1a and teriflunomide in the lower-efficacy tier. Hospital infusion services and specialty pharmacies that supply the injectable and infusion items are exposed because a restriction or a relativity change alters initiation, switching and the subsidised price. Prescribers are not the filing party for the December 2 response. Obsidian has recorded 6 dated steps in the life of PBS / PBAC / MSAC (NHA 1953) since December 18, 1953, counted as of November 2026.

What must the December 2, 2026 pre-PBAC response cover?

It answers the draft the Department sends by November 25, 2026, on whether restrictions still match registered indications and practice, whether the two-tier split is clinically justified, and what evidence exists on switching. Comparative cost-effectiveness, the financial impact of a restriction change, and the application of PBS pricing policies are out of scope. In March 2024 the PBAC refused an ofatumumab request to split the higher-efficacy tier. In May 2025 it recommended ublituximab on cost-minimisation to the least costly alternative in that tier, and in July 2025 it considered a utilisation analysis of the market.

  • Confirm the draft arrives by November 25, 2026 and note which listings it tiers, restricts or compares.
  • File the pre-PBAC response by December 2, 2026 on restriction alignment, the clinical basis of the tier, and switching evidence.
  • Map each item code to its registered indication and current PBS restriction, including siponimod's secondary progressive wording and rituximab if you supply it.
  • Check infusion and specialty-pharmacy contracts that assume the present initiation and switching rules still hold after December 9, 2026.

What can the PBAC change on December 9, 2026 if no response is filed?

The committee can consider the draft without a sponsor response and can change PBS restrictions or the therapeutic relativities that set price and subsidised access. The review page states no fine, no delisting date and no binding price cut as the product of this meeting. A decision, if one is made, is published with the intracycle outcomes on January 29, 2027, not on December 9. Continuous, per-jurisdiction monitoring is how a listing or relativity change of this kind surfaces on the day the Department posts it.
