Commission Delegated Regulation (EU) 2026/1563, adopted by the European Commission, enters into force on November 10, 2026 as the revised, simplified European Sustainability Reporting Standards (ESRS) Set 1. It amends Delegated Regulation (EU) 2023/2772 with fewer mandatory data points, a clarified double-materiality methodology and a sharper focus on climate transition plans, and applies to financial years beginning on or after January 1, 2027.

EU Wave 1 CSRD reporters (large public-interest entities with more than 500 employees), Wave 2 large undertakings (more than 1,000 employees and more than EUR 450 million turnover, Omnibus I), statutory auditors and IASPs, and ESG reporting software vendors must run a gap analysis between the original and revised Set 1, decide on the Article 2 election for financial year 2026, and update double-materiality, data collection and climate-transition-plan reporting for financial year 2027, by November 10, 2026, or face a modified limited-assurance opinion and enforcement by national competent authorities (AMF, BaFin, CONSOB, CNMV) with member-state penalties under CSRD transposition.

What applies on November 10, 2026

The revised, simplified ESRS Set 1 enters into force on November 10, 2026 under Article 3 of Delegated Regulation (EU) 2026/1563, replacing Annexes I and II of the base Delegated Regulation (EU) 2023/2772. It cuts mandatory data points, clarifies the double-materiality methodology and sharpens climate-transition-plan disclosure, applying to financial years beginning on or after January 1, 2027. Under Article 2, undertakings elect the original or the revised standards for financial years starting between January 1 and December 31, 2026.

July 3, 2026Commission adopts the revised (simplified) ESRS Set 1
September 21, 2026Revised ESRS Set 1 published in the Official Journal
November 10, 2026Revised ESRS Set 1 enters into force
January 1, 2027Revised ESRS Set 1 applies (financial year 2027)

Who is covered

The revised standards bind every entity in CSRD scope. Wave 1 covers large public-interest entities with more than 500 employees, reporting under the original Set 1 since financial year 2024. Wave 2, narrowed by Omnibus I, covers large undertakings with more than 1,000 employees and more than EUR 450 million net turnover. Listed SMEs were dropped to the voluntary VSME standard; third-country groups above EUR 150 million EU net turnover apply from financial year 2028. Statutory auditors and IASPs must align limited-assurance to the revised data points; Omnibus I removed the planned upgrade to reasonable assurance, and ESG or ESEF/XBRL software vendors must update their data models and tags.

What to do before November 10, 2026

  • Run a gap analysis mapping removed, amended and retained data points across the original and revised Set 1.
  • Decide on the Article 2 transitional election for financial year 2026 (original or revised standards).
  • Update the double-materiality assessment to the clarified revised methodology.
  • Revise data collection for the reduced mandatory data points and align E1 climate-transition-plan disclosure.
  • Update ESEF/XBRL tagging and confirm the limited-assurance scope with the statutory auditor or IASP.
  • Brief sustainability, finance, legal and audit committees on the election and the financial year 2027 application.

What happens otherwise

A sustainability statement applying the wrong ESRS version, or omitting a mandatory revised data point, draws a modified limited-assurance opinion from the statutory auditor or IASP. National competent authorities (AMF, BaFin, CONSOB, CNMV and peers) supervise CSRD reporting under the European Common Enforcement Priorities, with member-state penalties fixed by each national CSRD transposition. No postponement or repeal is on the table, so the November 10, 2026 entry into force holds until amended. Obsidian's continuous, per-jurisdiction real-time monitoring surfaces such a change the moment it publishes in the Official Journal.
