Who is covered
Industry participants who supply fittings, declared articles or low-voltage installations into New Zealand under the Electricity (Safety) Regulations 2010 are the actors this date hits. Appliances are classed as low-risk, medium-risk or high-risk. Declared medium-risk and high-risk articles must be declared by the supplier, carry the Regulatory Compliance Mark under the Trans-Tasman Mutual Recognition Arrangement, name an Australia or New Zealand responsible supplier, and rest on a supplier declaration of conformity plus AS/NZS test evidence. A CE technical file or an IECEE CB certificate does not replace those elements. WorkSafe New Zealand (Energy Safety) enforces with Customs. Electrician licensing through the Electrical Workers Registration Board is a separate track and is not the obligation due on November 12, 2026.
What to do before November 12, 2026
- From November 12, 2026, supply fittings and appliances under the Electricity (Safety) Regulations 2010 only in line with the Electricity (Safety) Amendment Regulations 2025.
- For each declared medium-risk or high-risk article, hold a supplier declaration of conformity.
- Mark those declared articles with the Regulatory Compliance Mark.
- Name an Australia or New Zealand responsible supplier for the declared article.
- Hold AS/NZS test evidence for the declared article, including evidence against the AS/NZS 3000 wiring rules where the installation work relies on them.
- Do not treat a CE technical file or a CB certificate as a substitute for the supplier declaration, the Regulatory Compliance Mark or the AS/NZS test evidence.
What happens otherwise
After November 12, 2026 the Electricity (Safety) Amendment Regulations 2025 are the compliance standard for industry participants under the Electricity (Safety) Regulations 2010. Declared medium-risk and high-risk articles still need the supplier declaration of conformity, the Regulatory Compliance Mark and AS/NZS test evidence the regime already requires. The dossier and the country rulebook state no offence level and no dollar figure for a missing declaration.
WorkSafe New Zealand (Energy Safety) remains the agency named for inspection and compliance under the Act, with Customs alongside Energy Safety on electrical product safety. Continuous per-jurisdiction monitoring surfaces a change to this compliance date the moment an official text records it.
