On October 15, 2026, the Council of the European Union adopted Council Decision (CFSP) 2026/2332 in Brussels, amending the Annex to Decision 2014/145/CFSP on restrictive measures concerning Ukraine. Article 2 states that the Decision enters into force on the date of its publication in the Official Journal of the European Union, and every new Annex row carries the listing date October 15, 2026. EU credit institutions and payment service providers, EU exporters of goods covered by Regulation (EU) No 833/2014, EU freight forwarders and customs brokers, and EU counterparties of Begler Tekstil and the other listed third-country traders must add the three persons and nine entities to sanctions screening, freeze any funds or economic resources they hold, and stop making funds or economic resources available to them or for their benefit, by October 15, 2026. Making funds or economic resources available to a listed person or entity, or failing to freeze their assets, breaches the Ukraine restrictive-measures regime implemented with Regulation (EU) No 269/2014 and exposes the operator to the national penalties of that regime.

Recital 4 records the addition of three persons and nine entities. The Annex grounds most names in frustration of Regulation (EU) No 833/2014. The Council's same-day release, Closing loopholes, states an asset freeze, a ban on making funds or economic resources available, and a travel ban, and cites this Decision with Council Implementing Regulation (EU) 2026/2333, which writes the same names into Regulation (EU) No 269/2014.

What does Decision (CFSP) 2026/2332 add to the Ukraine list?

The Annex adds persons 2942 to 2944 and entities 1836 to 1844, all listed on October 15, 2026. Eight names are said to be significantly frustrating Regulation (EU) No 833/2014. HURUS TRADE FZE is listed for a sector that provides a substantial source of revenue to the Government of the Russian Federation. DIS Logistics DMCC, Vigor Marine Services LLP and Shiva Shipping Ltd are listed for vessels carrying Russian-origin crude oil or petroleum products with irregular shipping practices cited to IMO Assembly resolution A.1192(33).

PV Bridge LLC is named only as an already listed associate. The Annex says DT Inier LLC owns warehouses in Europe from which routes originate.

Who must screen these twelve names?

EU credit institutions and payment service providers are exposed because United Stream LLC is a payment agent and DT Inier LLC and Medse Group LLC facilitate payment. EU exporters of goods covered by Regulation (EU) No 833/2014 are exposed on a shipment or warehouse movement with Movers Group LLC, DT Inier LLC, Begler Tekstil Insaat Elektronik ve Dis Ticaret Ltd. Sti. or Medse Group LLC. EU freight forwarders and customs brokers are exposed on that third-country logistics, including those European warehouses. EU counterparties of Begler Tekstil and of HURUS TRADE FZE, DIS Logistics DMCC, Medse Group LLC, Vigor Marine Services LLP and Shiva Shipping Ltd are exposed on any open contract, charter or payment. A travel restriction on a natural person does not replace the asset freeze.

What must be frozen or stopped by October 15, 2026?

By October 15, 2026, screening files, payment filters and trade watchlists must carry the three persons and nine entities, including the alias Movers Logistics LLC and the Turkish and Russian names in the Annex. Funds and economic resources of those persons and entities held in the Union, or by an EU operator, must be frozen, and no funds or economic resources may be made available to them or for their benefit, including through a front company, a payment agent or a vessel manager.

Match on the Annex identifiers (INN, OGRN, registration numbers and addresses) and on Chudovsky, Savchuk and Gumenyuk, not on the trading name alone. Continuous per-jurisdiction monitoring on Obsidian surfaces a listing of this kind the moment the Official Journal publishes it.

What happens if funds are made available anyway?

A failure to freeze assets, or a payment, shipment or service that makes funds or economic resources available to one of these twelve names, breaches the Ukraine regime as implemented by Regulation (EU) No 269/2014. Each Member State sets the penalty. The operator that clears the transaction is the person a national authority can reach.
