EU Safety Gate published 13 serious chemical-risk alerts on toys between October 2 and 9, 2026, on latex balloons releasing nitrosamines and plastic toys carrying DEHP, DBP and DIBP. Germany filed four, France three and Poland two; 11 of the 13 products originate in the People's Republic of China.
EU importers of latex balloons, including lots sold as Qualatex, Welkinkauf and VUCDXOP, and importers and distributors of plastic toys from China must immediately check EU stock and online listings against the 13 alerted products and hold supplier test reports for nitrosamines and nitrosatable substances in balloons and for DEHP, DBP and DIBP in plastic toys, and Toy Safety Directive technical documentation, or authorities will order withdrawal from the market, recall from end users, destruction or marketplace delisting.

The pattern
The alerts split into two defect groups. Four balloon alerts, notified by Germany on lots sold as Qualatex, Welkinkauf and VUCDXOP, cite nitrosamines and nitrosatable substances released by the latex, measured at 0.21 and 4.69 mg/kg in one lot, 1.15, 1.23 and 1.6 mg/kg in three others. Three plastic-toy alerts cite REACH-restricted phthalates, DEHP up to 0.2% by weight and DIBP at 10.3% with DBP at 1.45%, flagged for reproductive harm; a dance mat adds lead and cadmium in its solders, up to 69.8% and 0.36%. Eleven alerts cite the Toy Safety Directive 2009/48/EC, two cite REACH, and one cites the Cosmetic Products Regulation for benzene and phenoxyisopropanol. Eleven products originate in China, one in the United States and one is of unknown origin. No single supplier or site is proven, so the cluster reflects a recurring chemical defect in low-cost toys.
Who is exposed
By market exposure, the actors that must act are EU importers of latex balloons (Qualatex, Welkinkauf, VUCDXOP lots); EU importers and distributors of plastic toys, dolls and novelty items from China; EU online marketplaces listing children's toys, where several reached buyers; and EU retailers of plastic dolls and novelty toys (Gina Toys, Kids-World lines). The notifying authorities run surveillance, not the exposed audience.
What to check now
- Pull EU stock and online listings against the 13 alerted products, brands and batches; quarantine any match.
- Hold supplier test reports for nitrosamines and nitrosatable substances in latex balloons, against Toy Safety Directive limits.
- Hold test reports for DEHP, DBP and DIBP in plastic toys and dolls, against REACH Annex XVII phthalate restrictions.
- Verify the Toy Safety Directive technical documentation, the EC declaration of conformity and the CE marking for each toy on the EU market.
- Check face paints for benzene and phenoxyisopropanol against the Cosmetic Products Regulation.
- Review notification duties under the Toy Safety Directive and trace the supply chain to the manufacturer.
Continuous, per-jurisdiction real-time monitoring surfaces this kind of Safety Gate wave as each alert publishes.
