Are Taiwan's e-cigarette possession fines in force as of September 8, 2026?
No. The NT$30,000 to NT$100,000 possession fine is in a draft amendment to the Tobacco Hazards Prevention Act approved by the Executive Yuan on June 25, 2026 and still awaiting Legislative Yuan third reading. What opens on September 8 is the 431-point anonymous surrender network, not the penalty.
Who can use the 431 HPA surrender points, and is identification required?
Anyone holding e-cigarettes, components or devices in Taiwan can drop them at county and city health bureaus and health stations from September 8, 2026. HPA requires no name and no personal data. Location lists are on the HPA e-cigarette prevention zone (node 5089).
What happens during the one-month buffer after the amendment takes effect?
The draft provides that, for one month after the amended articles take effect, a possession finding does not trigger the fine, but the items are still confiscated. After that month, possession is planned to draw NT$30,000 to NT$100,000 plus confiscation. HPA will keep the 431 points open until that buffer expires.
Does this change the rules for lawful designated tobacco products in Taiwan?
No. Designated tobacco products that passed health-risk assessment remain a separate category from banned tobacco-like products (類菸品) such as e-cigarettes. Lawful operators should still confirm that no e-cigarette SKU, component or device remains in Taiwan inventory.
