What is China's 2026 Negative List for Online Pesticide Sales?
It is a draft list MARA published for consultation under Circular Nong Nong (Pesticide) [2026] No. 51 on September 16, 2026. Once adopted, it would ban the domestic internet sale of every listed pesticide product, except products used solely as hygiene pesticides.
Who needs to submit comments, and by when?
Licensed distributors, e-commerce platforms, online-selling manufacturers, and the industry associations. Comments must reach MARA's Department of Crop Management by September 30, 2026, by email to [email protected], fax 010-59191875, or post.
Does the negative list replace China's pesticide licensing rules?
No. It adds an online-sales ban on top of the Regulations on Pesticide Administration and the Measures for Pesticide Operation Licensing, which still require registration, production licensing and operation licensing.
What should companies do before the list is finalized?
Map online catalogs against the draft attachment, confirm seller licensing, prepare to delist any products that may appear on the list, and track MARA for the finalized text and effective date.
